Summary: ENTRIX has been assisting Burbank Water and Power (BWP) with air quality permitting and environmental compliance for over fifteen years. ENTRIX prepared the initial Title IV and Title V permits for the facility’s combustion turbines and utility boilers. ENTRIX developed the CEMS program for compliance with local SCAQMD and Federal Part 75 requirements including preparation of plans, applications, notifications and system implementation including operator training. In 2001, ENTRIX prepared the Permit to Construct/Title V application for a LM 6000 simple cycle turbine project for the BWP facility. ENTRIX prepared an emissions model and resulting emissions estimates for the project utilizing vendor data for the various turbine operation scenarios. This data was incorporated into the preparation of a Permit to Construct application for submittal to the SCAQMD and USEPA. In addition, ENTRIX prepared a BACT analysis, an AQIA which included air quality modeling, visibility, and toxic risk analyses, as well as procurement of the necessary emission offset credits (ERCs) and RECLAIM trading credits (RTCs), and all required public noticing for the project. ENTRIX staff performed similar tasks for the permitting of SCR installations on the facility’s utility boilers as well as a comprehensive CEQA analysis in 2002. In 2004, ENTRIX provided BWP with a feasibility analysis for the proposed installation of a new LMS 100 turbine.
